Mission driven, non-profit, professional social service agency is searching for an experienced and strategic Human Resources and Volunteer Services Director to lead our HR and Volunteer departments and play a key role in shaping our organizational culture and people strategy.

Duties and Responsibilities:
Managing the Human Resources Strategy
- Implements and sustains HR initiatives.
- Assist with policy development.
- Maintain Administrative HR file audits.
- Coordinate and provide assistance to supervisors on disciplinary action and employee counseling.
Employee Engagement
- Executes and follow-ups on engagement survey related activities.
- Manage performance evaluation process.
- Organize and plan staff appreciation, end of the year celebration and holiday party.
- Create monthly staff newsletter, updating staff on changes in the agency, staff shout-outs, events, etc.
- Oversee communication to staff, including inclement weather through the text alerts. Oversee the Communications Committee.
- Coordinate staff satisfaction surveys and compensation surveys.
Staffing
- Manages staffing and recruitment process Personnel Administration
- Oversee and coordinate Admin hiring processes including position creation, vacancy posting, applicant screening, interview scheduling, reference checks and follow up with non-selected candidates
- Provide Admin new hires with memo detailing salary and benefits
- Coordinate background and screening information for new staff
- Enter new employees into appropriate systems (EHR, computer, key fob) and coordinates in the ordering of appropriate materials (business cards)
- Review and certify new position descriptions, updates position information.
- Process promotions, new hires, terminations, and personnel action forms.
- Support educational administration in training new staff members on agency policies and required annual trainings.
Benefits Administration
- Manage and distribute benefits overview and enrollment information. Coordinates with Staff Accountant for eligibility and enroll new and existing staff.
- Conduct monthly benefits reconciliation.
- Work with CEO and CFO on annual review of medical, dental, retirement, short and long-term disability benefit programs, and coordinates with Accountant to administer.
- Handle employee benefits issues when they arise and coordinate with appropriate broker.

Compliance
- Labor Laws
- Coordinate Worker’s Compensation Claims
- OSHA Tracking
- File annual EEOC-1 report
- COA/PQI for Human Resources and Training
Leadership
- Supervise HR Assistant
Volunteer Services
- Recruit, conduct onboarding process, supervises, trains, recognizes, and evaluates volunteers – individuals and groups.
- Coordinate with interns and other staff working in the program.
- Collaborate with agency program heads to determine opportunities for volunteer engagement.
- Extend JFS involvement into corporate and community spheres in cooperation with Development & Marketing. Coordinate collaboration with JCC for the EnRich monthly luncheon and annual Lights of Love initiative.
- Utilize existing policy and procedures and/or develops policies and procedures for the optimal utilization of volunteer services and retention of quality volunteers.
- Work collaboratively and effectively with program staff, volunteers, and board members.
Senior Engagement Program
- Directly oversee the Senior Engagement Program
- Maintain program statistical information, client and volunteer personnel records and ensures COA compliance.
- Identify client needs and research community resources for them with the assistance of volunteers and agency programs.

Requirements
Qualifications:
- Bachelor’s degree, required
- Excellent problem-solving and critical-thinking skills
- Superior management and interpersonal skills
- Experience working in a non-profit setting
- Proficiency with Excel, Word, PowerPoint, required
- Ability to interpret and apply policies and procedures
- Experience with HR procedures and administration
- Ability to organize and prioritize workload
- Ability to work in a diverse environment, required
- Ability to work effectively with others
- Strong communication skills
- SHRM-CP preferred
