About the Role
OTC Services – Burlington County is seeking an experienced and creative Director of Human Resources to lead our people strategy and champion an inclusive, engaged, and values-based workplace culture.
As a key member of the senior leadership team, you’ll report to the Executive Director/CEO and collaborate closely with the COO, Corporate Compliance Officer, and a dedicated four-person HR team. You’ll oversee all aspects of human resources, including talent acquisition, employee relations, compliance, and culture development, ensuring that OTC remains a place where people love to work and grow.
Key Responsibilities
- Partner with the Executive Director and leadership team to design and implement strategic initiatives for growth, engagement, and cultural alignment.
- Oversee all HR functions including, but not limited to, recruitment, onboarding, benefits administration, LOA, professional development, and performance management.
- Lead efforts to strengthen diversity, equity, access, and inclusion across the organization.
- Collaborate with the Employee Relations Officer on corrective action, conflict resolution, and training initiatives.
- Manage employee training programs and administration of the Relias training platform.
- Ensure HR policies and practices comply with state and federal regulations, while reflecting OTC’s mission and values.
- Develop strategic recruitment and retention initiatives that foster a positive employee experience.
- Lead organizational initiatives that promote accessibility, inclusion, and compliance with related laws.
- Manage benefit programs, vendors, and compliance requirements.
- Oversee annual processes such as compensation benchmarking, benefits review, and performance evaluations.
- Serve as a trusted resource and advocate for all employees, encouraging collaboration and open communication.
Requirements
Required Qualifications:
- 10 years of HR leadership experience, ideally within social services or nonprofit environments.
- Minimum: Bachelor’s degree in Human Resources Management, Business Administration, Organizational Development, or a related field. Masters Degree Preferred.
- Certifications: SHRM-SCP or SPHR preferred; DEI Certification (SHRM, Cornell, or equivalent) desirable. Certification in Change Management or Conflict Resolution is a plus.
- Demonstrated success in leading and influencing organizational culture, with a people-first mindset.
- Proven ability to manage change, guide transformation, and implement equitable HR practices.
- Strong conflict resolution, communication, and interpersonal skills.
- Experience with HRIS and PEO systems.
- Deep understanding of current HR best practices and trends.
- Commitment to diversity, equity, inclusion, and accessibility.
Preferred Qualifications:
- Prior experience in human services or disability services.
- Strong professional networks within the HR community.

- Must cooperate fully with inspections, audits, and investigations from licensing or regulatory bodies.
