GRANITE FALLS SCHOOL DISTRICT #332: HUMAN RESOURCES ANALYST - This position will provide direct support to Human Resources Director and work closely with the Fiscal Analyst in developing and implementing all aspects of human resources practices and processes. The selected candidate will align with Granite Falls School District's mission and core values to promote and assist with creating a productive and healthy work environment.
Position Duties Include but not limited to:
- Maintains the work structure by updating job requirements and job descriptions for all positions.
- Retains historical human resource records by designing a filing and retrieval system and keeping past and current records.
- Enforces management guidelines by preparing, updating, and recommending human resource policies and procedures.
- Demonstrate a high level of moral and ethical character and maintain complete dependability in the handling of confidential information associated with this position.
- Assist the HR Director in maintaining and updating tracking system for staff to include employment plan surveys, district-wide placement information, seniority lists, substitute lists, evaluation status, probation status, endorsements including NBCT status, etc.
- Assist the HR Director in planning staffing allocation for the purpose of ensuring compliance with authorized budget levels and wage authorizations.
- Process Labor and Industries claims
- Administer employee benefits and retirement plan coordination
- Administers benefit plans; informs new and retiring employees of all benefits available to them according to state and federal laws; enrolls employees in plans; performs benefit deduction calculations and maintains benefit records. Compiles and inputs all payroll data by deadlines for certificated, classified and substitute employees.
- Unemployment claim management
- Evaluate academic transcripts and experience for the purpose of assessing salary placement for all certificated staff in accordance with state guidelines and negotiated agreement provisions.
- Send notices to classified employees about continued employment for the next school year; send notices of intent to certificated staff for budgeting purposes for the next school year; send notices to classified and certificated substitutes regarding continued employment for the next school year.
- Participate in new fiscal year employee system preparations in September.
- Participate in the annual state audit of all staff records for the purpose of providing appropriate documentation of the District’s calculation for salary placements.
- Generate, issue, and maintain all certificated and administrative contracts.
- Ensure all staff and volunteers meet required background clearance and fingerprinting.
- Directly support the HR Director with the recruiting and hiring efforts.
- Assist in the coordination of the selection process of candidates to ensure the district hires the most qualified candidates yet maintains affirmative action compliance.
- Coordinate certificated and classified substitutes including making arrangements for substitutes and maintaining the online substitute system.
- Responsible for ensuring that all performance evaluations are completed timely.
- Coordinate staff orientation and training of all employees ensuring knowledge of current administrative procedures and documentation requirements including Safe Schools.
- Prepare requisite reports for the purpose of meeting district, state and federal reporting requirements such as the S275 and Office of Civil Rights report.
- Maintain up-to-date information regarding state and federal policy changes in order to ensure compliance with Affirmative Action, Equal Employment
- Opportunity, Commission, Civil Rights Act, Americans with Disabilities Act, and the Family and Medical Leave Act.
- Maintain a thorough understanding of collective bargaining agreements.
- Coordinate the collection of job analysis data for staff for the purpose of ensuring that job descriptions are current, to use in job postings and for ADA compliance.
- Maintain appropriate personnel records as required.
- Possess the ability to learn new tasks and management functions quickly and actively engage in the change process.
- Work with supervisor to seek out professional growth opportunities in order to ensure that our work represents best practice.
- Assist in the preparation of the annual personnel budget and work closely with the Human Resources Director during the budget process.
- Provide back-up support for other department and/or district employees.
- This position may perform other related duties as assigned that may not be specifically listed but are within the general job description and responsibility level typically associated with the employee’s classification or work for the purpose of ensuring the safe, efficient, and effective functioning of the department/district.

WORK SCHEDULE: This position is a non-represented position. The position will work a schedule of 260 days and is eligible for medical, dental, and vision benefits as well as vacation, holidays, sick leave, and personal leave as per the Granite Falls School district non-represented schedule. Salary is determined by the current salary schedule. Employee is required to complete all mandatory district trainings by specified deadlines.

PHYSICAL DEMANDS: Exposed to diseases carried by students; exposed to student noise levels; required to be accessible during off-hours to return to work for emergencies; required to attend meetings, activities and events after normal work hours; occasional prolonged exposure to visual display terminal; occasionally required to sit for long periods; occasionally required to lift, restrain or control students; occasional exposure to danger from out-of-control individuals; must be mobile to move throughout the school building and grounds; constantly lifting/carrying objects weighing 0-10 pounds, 11-24 pounds occasionally, and 25-50 pounds or more rarely, may be required to lift students in an emergency situation rarely; works predominately indoors; may represent the district on potentially sensitive or controversial matters.

- Demonstrable experience with Human Resources and Benefit preferred practices
- Knowledge of HR systems and databases
- Ability to architect strategy along with leadership skills
- Excellent active listening, negotiation, and presentation skills
- Competence to build and effectively manage interpersonal relationships at all levels of the district
- In-depth knowledge of labor law and HR best practices
- Degree in Human Resources or related field preferred or 5-year equivalent experience
- Bi-lingual preferred.
Specific Skills & Computer Knowledge:
- Fluent user in the following software systems;
- Skyward, Frontline Education, and Vector/Safe Schools Training
- Advanced skills in Microsoft Office Products. Excel - write if statements, extract data using pivot tables
- PowerPoint Presentationscreate and present
- Direct knowledge of database management
- Prior web design experience and webpage management
- Experienced in Adobe Acrobat Pro and creating fill-able forms for digital signing
