The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province’s liquor, gaming, cannabis, and horse racing industries. We license liquor sales, service and manufacturing, gaming employees, products and operations; retail cannabis stores; and horse racing. We strive to serve the public interest by regulating these industries in a respectful, impartial, and balanced manner.
The LGCA is seeking a highly motivated individual to work within the Human Resources Unit. The incumbent is responsible for supporting the administration of payroll and benefits, recruitment and staffing, and various human resources initiatives and programs.
Candidates who do not meet all essential criteria and qualifications may be considered on an underfill basis at the underfill pay grade 6XB. In such cases, the candidate will be appointed at a lower classification and pay grade until the required qualifications are met.
- Full working level salary range: $1,941.55 - $2,387.43 bi-weekly (6XC)
- Underfill salary range: $1,763.20 - $2,169.20 bi-weekly (6XB)
Staff in underfill will perform duties with appropriate supervision and may be eligible for reclassification to the full working level upon demonstration of required competencies, experience, or qualifications, subject to approval and in accordance with the collective agreement.
Qualifications
The successful candidate must have:
- A certificate or diploma from a post-secondary institution in Human Resources Management, Business Administration, or a related discipline.
- 1 to 3 years’ experience providing administrative and/or clerical services in human recourses, preferably in a unionized and/or public sector environment. A combination of education and experience may also be considered.
- Excellent oral communication and interpersonal skills to effectively communicate with staff, clients and stakeholders.
- Strong written communication skills to produce effective, clear and concise communication and reports.
- High level of accuracy with data entry and experience coordinating the flow of information, documenting and communicating needed actions.
- Strong attention to detail and accuracy.
- Demonstrated problem-solving, decision-making, and analytical skills.
- Demonstrated political acumen and respect for others to handle sensitive and confidential matters.
- Knowledge and experience interpreting and applying policies, legislation and regulatory standards and requirements.
- Strong organizational and time management skills with the ability to plan, balance and manage multiple work priorities and deadlines.
- Demonstrated ability to work independently as well as in a team environment.
- Experience with general administrative office duties and use of office equipment including a photocopier, scanner, and technology.
- Proficiency with Microsoft 365 and Human Resources Information Systems [e.g., SAP].
The following qualifications are desired:
- Chartered Professional in Human Resources (CPHR) Designation.
- Proficiency in French.

Duties:
The Human Resources Assistant provides confidential and clerical support to the staff in the Human Resource (HR) Unit. The Human Resources Assistant is responsible for answering incoming telephone calls; managing the HR email accounts; taking and relaying messages; answering inquiries; filing and record keeping; arranging and scheduling appointments, meetings and interviews; preparing documentation and handling administrative matters that are sensitive and confidential. Working closely with the Human Resources staff, the incumbent is responsible for supporting the administration of payroll and benefits, recruitment and staffing, and various human resources initiatives and programs.
Additional Information:
- An eligibility list may be created for similar positions and will remain in effect for 12 months.
- Applicants may be required to write a screening/selection exercise/test.
- Applicants must be legally entitled to work in Canada.
- Circumstances may arise where the competition may need to be withdrawn.
- A positive attendance record will be a consideration in the screening process.
- Satisfactory work performance in the preceding 12 months is required.
- A satisfactory criminal record check is a condition of employment.
- This position requires extensive use of a computer (approximately 80%) working at a sit/stand workstation.
- Visual concentration is required when reviewing invoices and documentation.
- Occasional lifting of objects (archive/supply boxes) weighing 7 – 9 kilograms.
