Human Resources Specialist – Certificated Staff
REPORTS TO:
Director of Human Resources
JOB SUMMARY:
Under the direction of the Director of Human Resources, the Human Resources Specialist for Certificated Staff provides specialized support and coordination for all certificated employee functions within the Riverview School District. Responsibilities include managing recruitment and onboarding, overseeing state certification and credential compliance, maintaining accurate personnel and employment records, processing contracts and leaves, and supporting the full employee life cycle for certificated staff. This position requires a high degree of professionalism, confidentiality, accuracy, and collaboration with administrators, district leadership, and staff.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Certificated Staffing and Recruitment
Manage the district’s online application system for certificated job postings, candidate screening, and hiring workflows.
Collaborate with principals and administrators to identify staffing needs and coordinate certificated recruitment efforts.
Oversee posting, assigning, and archiving of certificated job vacancies and maintain applicant databases.
Coordinate and attend recruitment events, promote the district, and represent Riverview positively in the education community.
Support hiring procedures, including reference checks, verification of credentials, offer letters, and employment contracts.
Maintain accurate, up-to-date position control information for certificated assignments.
Certification and Compliance
Serve as the district liaison with the Office of Superintendent of Public Instruction (OSPI) regarding certification, endorsements, and renewal processes.
Verify and monitor all certificated employee credentials to ensure compliance with state law and district requirements.
Track and notify certificated employees of certification expiration dates and assist in renewal processes.
Support National Board Certification, Professional Certification, and clock hour processing.
Ensure accurate documentation and reporting of Highly Qualified and other credentialing data.
Employee Onboarding and Contract Administration
Facilitate onboarding and orientation for certificated employees, ensuring timely completion of all new hire requirements.
Prepare and process annual and supplemental certificated contracts, salary placements, and assignment changes in accordance with collective bargaining agreements.
Maintain all certificated employee personnel files—physical and electronic—in compliance with district policies and records retention guidelines.
Coordinate with payroll and IT departments to ensure accurate setup and maintenance of certificated employee records.
Employee Relations and Leave Management
Provide assistance and guidance to certificated employees and administrators regarding employment practices, HR policies, and collective bargaining provisions.
Process certificated leaves of absence, including FMLA and other statutory leaves, in coordination with payroll and benefits staff.
Support the evaluation process by tracking timelines and documentation.
Maintain confidentiality and ensure professional handling of sensitive personnel information.
Data Management and Reporting
Generate and analyze reports using HRM Plus, Qmlativ, WSIPC, and other HR systems.
Support data collection and reporting for district, state, and federal compliance requirements.
Update certificated employee information for the district personnel directory and internal HR systems.
Department Collaboration
Partner collaboratively with the HR team to develop and implement certificated HR initiatives aligned with district goals.
Assist in developing and updating HR-related handbooks, forms, and resources specific to certificated employees.
Support recognition and appreciation programs for certificated staff.
Participate in professional development opportunities to maintain current knowledge of HR best practices and state certification requirements.
Other Duties
Perform other related duties as assigned by the Director of Human Resources.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of certificated employment practices, state certification laws, and collective bargaining agreements.
Proficiency in HRM Plus, WSIPC, Qmlativ, and other HR or data management systems.
Strong skills in Microsoft Office and Google Workspace, with an emphasis on data management and reporting.
Ability to organize and prioritize multiple tasks while maintaining accuracy and confidentiality.
Excellent interpersonal, written, and verbal communication skills.
Demonstrated ability to work effectively with administrators, staff, and external agencies.
Ability to exercise independent judgment and make sound decisions within established guidelines.
Commitment to professional ethics and confidentiality in handling personnel matters.
EDUCATION AND EXPERIENCE
Associate or bachelor’s degree in Human Resources, Business Administration, or related field preferred.
Experience in human resources or a school district HR office, with emphasis on certificated staff functions.
Experience with online application and HR data systems required.
Bilingual fluency (Spanish preferred) desirable.
LICENSING/CREDENTIAL REQUIREMENTS
Must pass a criminal background check, including fingerprinting with the Washington State Patrol and FBI.
Must sign an Authorization and Release of Information form related to prior school district employment.
PHYSICAL REQUIREMENTS
Frequently required to sit, talk, and hear; occasionally required to stand, walk, and lift up to 25 pounds.
Must be able to perform extensive work at a computer terminal and manage multiple screens and systems concurrently.
Vision requirements include close, distance, and peripheral vision and the ability to adjust focus.
