Position Purpose / Overview
The Director of Human Resources & Support Services serves as the district’s lead administrator for personnel leadership, labor relations, compliance, and designated support service programs.
The Director provides strategic leadership in all areas of human resources including recruitment, hiring, employee relations, investigations, labor management, evaluation system oversight, and policy development. In addition, the Director oversees district support services including instructional technology, nursing services, mental health services, family services coordination, and safety.
The Director supervises the Human Resources Coordinator and assigned support services personnel and ensures effective implementation of district systems, compliance requirements, and operational effectiveness.
Essential Functions
I. Human Resources Leadership & Compliance
- Provide leadership and oversight of all district human resources functions
- Ensure compliance with state and federal employment laws, regulations, and district policy
- Oversee recruitment, hiring, and retention systems
- Provide labor management and collective bargaining support
- Interpret collective bargaining agreements
- Coordinate and oversee grievance processing
- Conduct and oversee staff investigations
- Recommend and oversee employee disciplinary actions and due process procedures
- Coordinate Reduction in Force (RIF) processes as necessary
- Serve as Title IX, Civil Rights, and Harassment, Intimidation, and Bullying (HIB) Coordinator
- Provide oversight and guidance regarding staff evaluation systems (TPEP and classified evaluation processes)
- Support administrators in implementation of TPEP processes
- Lead policy review and systems improvement related to personnel
- Oversee HR information systems and applicant tracking platforms
- Promote a positive and professional workplace culture
- Collaborate with the Business Manager in development and monitoring of the district’s personnel budget
- Review staffing allocations and Full-Time Equivalent (FTE) planning with district leadership
- Coordinate with the Business Manager to ensure alignment between staffing decisions and financial capacity
- Ensure compliance with certificated and classified credentialing requirements
- Oversee development and maintenance of personnel procedures and administrative regulations
II. Compliance, Risk Management & Training
- Oversee implementation of leave laws (FMLA, PFML, etc.)
- Oversee workers’ compensation and industrial insurance processes in coordination with business services
- Coordinate responses to public records requests involving personnel matters
- Identify training needs and gaps, coordinate Safe Schools and other required training, and monitor completion of mandated staff training
- Ensure compliance with mandatory reporting requirements and ethical standards related to employment
- Oversee ADA accommodations and interactive processes
- Ensure compliance with state records retention requirements related to personnel files
- Oversee preparation and submission of required state and federal personnel reports
III. Support Services Oversight
Provide administrative oversight and coordination for the following district programs and services:
- Instructional Technology Services
- District Safety programs
- District Nursing Services
- Mental Health Services and Crisis Management Response Team (CMRT)
- Family Services Coordinators
IV. Supervision & Evaluation
Supervises and evaluates:
- Human Resources/Payroll Coordinator
- District Nurses
- Instructional Technology staff
- District Office Secretary
V. Leadership & Collaboration
- Serve as a member of the Superintendent’s leadership team
- Advise the Superintendent and administrators on personnel matters
- Attend School Board meetings as requested
- Maintain collaborative relationships with bargaining groups and staff
- Represent the district in professional and community settings as assigned
- Perform other duties as assigned consistent with the scope of the position.
Knowledge, Skills, and Abilities
Knowledge of:
- Washington State employment law and public education systems
- Collective bargaining agreements
- Staff evaluation systems (TPEP and classified evaluation processes)
- Leave laws (FMLA, PFML, etc.)
- Public records requirements related to personnel
- Risk management and workers’ compensation procedures
Ability to:
- Maintain strict confidentiality
- Exercise sound judgment and independent decision-making
- Conduct impartial and thorough investigations
- Interpret contracts, policies, and regulations
- Communicate clearly and effectively in writing and verbally

- Proficiently use technology and human resources information systems
Education and Experience
- Bachelor’s degree in Human Resources, Business, Education, or related field preferred
- WA State Administrator Certificate preferred
- Minimum of three years of progressively responsible experience in human resources or educational administration
- Experience with collective bargaining and contract interpretation preferred
- Knowledge of Washington State employment and education law
- Experience supporting staff evaluation systems preferred

PHYSICAL DEMANDS
- Physically able to occasionally lift and/or move up to twenty-five (25) pounds.
- Ability to walk, stand, sit, stoop, bend, reach, kneel, crawl, and grasp as required to successfully perform all duties and requirements.
- Ability to focus (adjust eye to bring an object into sharp focus), clear vision at twenty (20) inches or less, and clear vision at twenty (20) feet or more
